Adobe in Germany instead of Turkey: 66,45 euros instead of 7,32 euros per month
It took a little over half a year until Adobe finally determined from the analysis of the usage data that I was only using the subscription booked via the Turkish website in Germany. Today I received an email about this, the content of which translated reads as follows:
We hope you enjoy Creative Cloud All Apps (100Gb). We would like to share an important update with you regarding your subscription price. You purchased your subscription with Turkey as the purchase country. However, your subscription was mainly used in Germany. In order to continue using your subscription, you must subscribe to it at the current price for Germany.
To avoid disruption to your work, we will move you to a new subscription within the next 30 days that specifies Germany as your country of use and your plan's applicable subscription price. The new subscription terms will be the same as the terms under which you subscribed, except for the price. The price of Creative Cloud All Apps (100Gb) changes from TRY 159 plus 18,0% tax/month to EUR 55,84 plus 19,0% tax/month.
You can cancel your current subscription by going to Adobe Account or by contacting customer service. If you have any questions about these changes or would like to discuss additional plan/pricing options, please contact customer service directly. If you do nothing, your new subscription will begin within the next 30 days. After that, you have 14 days to cancel the subscription and receive a full refund.
Your new subscription will automatically renew for one year at the standard rate until you cancel (prices are subject to change). You will also receive a confirmation email with the detailed subscription terms and conditions.

Possible precaution: Permanently use a VPN with a Turkey server
A possible approach to prevent this problem would have been to permanently use a VPN service with Turkey servers. The whole thing could probably have been set up so that the operating system and selected other apps use the regular connection to the Internet, while only Adobe Creative Cloud is connected via Turkey. But I have neither thought of it nor will I now try to set it up that way and give Adobe any made-up reasons for the previously established use of the offer in Germany. I'll make it easy for myself and say: Bye, Photoshop (as well as After Effects, Premiere Pro and Co.).
