      I asked the publisher about the changes. According to this answer, the two requirements are not identical in content:

      […] The Affinity Publisher book has been updated to version 1.8 and the images have been renewed.
      There weren't two or three big changes, but many small adjustments run through the entire book.
      New, for example, is the import of IDML data from InDesign and the "Checklist" panel [...]
